USABILITY - Bulk Change Notification Template Filter Based on Evaluation Type - EV-219

When sending notifications via bulk change, templates are now filtered based on the selected evaluation type. The bulk change button becomes visible once an evaluation type is selected, and only templates corresponding to the filtered evaluation type will be available, ensuring that no incorrect notification templates are triggered.

FIX - Hide Edit Buttons on Participants Page for Unauthorized Users - EV-221

Users with 'SHOW_PARTICIPANT' access will no longer see edit buttons on the participant page. Previously, clicking these buttons resulted in an unauthorized message, but now the interface is properly adjusted to reflect read-only access.

FIX - Prevented Duplicate Participants in Integration Layer - EV-222

Participants are now consistently deduplicated in the integration layer, disregarding subcodes. When importing, the system now only considers the person, and if the individual is already a participant, the existing record is overridden instead of creating a duplicate entry.
